         Pursuant to an announcement from the house floor on May 23,  
         2003, and a suspension of the House rules in order for the  
         committee to meet while the House was in session, the House  
         Committee on Government Reform met in a formal meeting and was  
         called to order by the chair, Representative Swinford, at 4:06  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Swinford; Gallego; Allen; Callegari;  
                   Cook, Robby; Smith, Todd (6). 
          
         Absent:   Representative Casteel (1). 
          
         A quorum was present. 
          
         SB1952 
          
         The chair laid out SB 1952. 
          
         Representative Allen offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Gallego moved that SB1952, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Swinford; Gallego; Allen;  
                             Callegari; Cook, Robby; Smith, Todd (6).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representative Casteel  (1).  
           
         At 4:08 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
