         Pursuant to an announcement from the house floor on May 20,  
         2003, the House Committee on Government Reform met in a formal  
         meeting and was called to order by the chair, Representative  
         Swinford, at 2:41 p.m. 
          
         The roll was answered as follows:

                   (4).

         A quorum was present.

         The chair laid out SB 1152. 
          
         Representative Swinford offered an amendment to the measure.  
          
         The amendment was adopted without objection.

         Representative Allen moved that SB 1152, as amended, be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed. The motion prevailed by the following

         Nays:               None (0).

         At 2:44 p.m., on the motion of the chair and without objection,
