CORRECTED MINUTES
On May 10, 2003, the House Committee on Government Reform
authorized the correction of the minutes for the meeting of the
House Committee on Government Reform held on April 30, 2003. The
following are the corrected minutes for that meeting:
Pursuant to a suspension of the 5-day posting rule on April 28,
2003, the House Committee on Government Reform met in a public
hearing and was called to order by the chair, Representative
Swinford, at 8:13 a.m.
The roll was answered as follows:
Present: Representatives Swinford; Allen; Callegari; Casteel;
Cook, Robby (5).
Absent: Representatives Gallego; Smith, Todd (2).
A quorum was present.
HB 2
The chair laid out HB 2.
The chair explained the measure.
(Representative Smith, Todd now present.)
The chair offered a complete committee substitute.
The chair explained the measure.
Testimony was taken. (See attached witness list.)
The committee discussed possible changes to the content of the
proposed committee substitute offered by the chair.
The committee substitute was withdrawn without objection.
The bill was left pending without objection.
At 9:52 a.m., on the motion of the chair and without objection,
the meeting was recessed subject to the call of the chair.
The committee reconvened at 11:31 p.m. and was called to order
by the chair, Representative Swinford. The roll was answered as
follows:
Present: Representatives Swinford; Allen; Callegari; Casteel;
Cook, Robby (5).
Absent: Representatives Gallego; Smith, Todd (2).
A quorum was present.
HB 2
The chair laid out HB 2 as pending business.
The chair offered a complete committee substitute.

The committee reconvened at 2:48 p.m. on May 1, 2003 pursuant to
an announcement from the house floor and was called to order by
the chair, Representative Swinford. The roll was answered as
follows:
Present: Representatives Swinford; Allen; Callegari; Casteel;
Cook, Robby (5).
Absent: Representatives Gallego; Smith, Todd (2).
A quorum was present.
HB 2
The chair laid out HB 2 as pending business.
The chair offered a complete committee substitute.

The committee discussed proposed changes to the committee
substitute offered by the chair.
Representative Allen moved that the proposed changes to the
committee substitute be adopted.
The proposed changes were adopted as an amendment to the
substitute without objection.
The committee substitute, as amended, was adopted without
objection.
The chair directed the staff to incorporate the amendment into a
committee substitute.
Representative Allen moved that HB 2, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:
Ayes: Representatives Swinford; Gallego; Allen;
Callegari; Casteel; Cook, Robby (6).
Nays: None (0).
Present, Not Voting: None (0).
Absent: Representative Smith, Todd (1).
At 4:31 p.m. on May 1, 2003, on the motion of the chair and
without objection, the meeting was adjourned subject to the call
of the chair.
