         Pursuant to an announcement from the house floor on April 23,  
         2003, the House Committee on Government Reform met in a formal  
         meeting and was called to order by the chair, Representative  
         Swinford, at 4:56 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Swinford; Allen; Casteel; Cook, Robby;  
                   Smith, Todd (5). 
          
         Absent:   Representatives Gallego; Callegari (2). 
          
         A quorum was present. 
          
         HB 3208 
          
         The chair laid out HB 3208 as pending business.  
          
         Representative Allen moved that HB 3208, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Swinford; Allen; Casteel;  
                             Cook, Robby; Smith, Todd (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Gallego; Callegari  (2).  
           
         HB 2933 
          
         The chair laid out HB 2933 as pending business.  
          
         Representative Allen offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Cook, Robby moved that HB 2933, as substituted,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Swinford; Allen; Casteel;  
                             Cook, Robby; Smith, Todd (5).  
           
         Nays:               None (0).

         At 5:00 p.m., on the motion of the chair and without objection,
