          28, 2003, the House Committee on Government Reform met in a  
         public hearing and was called to order by the chair,  
         Representative Swinford, at 8:40 a.m. 
          
         The roll was answered as follows:

                   Robby (4). 
          
         Absent:   Representatives Gallego; Casteel; Smith, Todd (3). 
          
         A quorum was present.

         measure.
