         Pursuant to a notice posted on February 20, 2003, the House  
         Committee on Government Reform met in a public hearing and was  
         called to order by the chair, Representative Swinford, at 1:29  
         p.m. 
          
         The roll was answered as follows:

                   Todd (4). 
          
         Absent:   Representatives Gallego; Allen; Callegari (3). 
          
         A quorum was present.

         At 3:01 p.m., on the motion of Representative Smith, Todd and  
         without objection, the meeting was adjourned subject to the call
