         Pursuant to a notice posted on February 13, 2003, the House  
         Committee on Government Reform met in a public hearing and was  
         called to order by the chair, Representative Swinford, at 8:40  
         a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Swinford; Allen; Callegari; Casteel;  
                   Cook, Robby; Smith, Todd (6). 
          
         Absent:   Representative Gallego (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 9:53 a.m., on the motion of the chair and without objection,  
         the meeting was recessed subject to the call of the chair. 
          
         The committee reconvened at 12:55 p.m. and was called to order  
         by the chair, Representative Swinford. The roll was answered as  
         follows:

                   Robby (4). 
          
         Absent:   Representatives Gallego; Allen; Smith, Todd (3). 
          
         A quorum was present.
