         Pursuant to a notice posted on February 12, 2003, the House  
         Committee on Government Reform met in a public hearing and was  
         called to order by the chair, Representative Swinford, at 10:05  
         a.m. 
          
         The roll was answered as follows:

                   Cook, Robby; Smith, Todd (6). 
          
         Absent:   Representative Gallego (1). 
          
         A quorum was present.

         At 11:55 a.m., on the motion of the chair and without objection,  
         the meeting was recessed subject to the call of the chair. 
          
         The committee reconvened at 4:57 p.m. and was called to order by  
         the chair, Representative Swinford. The roll was answered as
