Pursuant to a notice posted on April 13, 2004, the House
Committee on General Investigating met in a public hearing and
was called to order by the chair, Representative Bailey, at
10:18 a.m.
The roll was answered as follows:
Present: Representatives Bailey; Paxton; Flynn; Keel (4).
Absent: Representative Dutton (1).
A quorum was present.
Chairman Bailey at 10:20 a.m. took a brief recess and the
committee was called back to order at 10:23 a.m.
Chairman Bailey then called on Angie Klein from Department of
Public Safety to give an overview of the Computerized Criminal
History System.
Chairman then called on Ron Urbanovsky, Director of Crime
Laboratory Services to explain the problems with the McAllen
Laboratory. He also explained the procedure for accreditation
and that all the DNA labs are currently accredited. Mr.
Urbanovsky gave an overview of his credentials and
qualifications.
Chairman Bailey explained that the committee would not call on
those individuals who were subpoenaed from DPS to testify, but
with the agreement of the committee, would arrange to have each
one deposed by the Committee's Attorney David Brooks. Chairman
Bailey explained all subpoenas would remain valid until
discharged by the Committee.
At 11:58 a.m., on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
