Pursuant to a notice posted on May 2, 2003, the House Committee
on General Investigating met in a public hearing and was called
to order by the chair, Representative Bailey, at 8:21 a.m.
The roll was answered as follows:
Present: Representatives Bailey; Paxton; Flynn (3).
Absent: Representatives Dutton; Keel (2).
A quorum was present.
Chairman Bailey called on Jason Cooke from Texas Health and
Human Services Commission to answer questions concerning the
CHIP program. Mr. Cooke could not provide answers concerning the
amount of money owed to Clarendon, nor could he provide
information on how much has been paid.
Chairman Bailey then called on Dominic Hagger, Senior
vice-president of Clarendon Insurance to explain his company's
role in the CHIP program and answer questions from members.
At 9:00 a.m., on motion of the chair and without objection, the
meeting took a brief recess to allow Dominic Hagger to make a
phone call to obtain information concerning monies owed by the
State of Texas to Clarendon Insurance.
The committee reconvened at 9:20 a.m. and was called back to
order by the chair, Representative Bailey. The roll was not
recalled since members, Bailey, Paxton and Flynn were still
present.
Chairman Bailey recalled Dominic Hagger to testify and provide
the information he obtained from Clarendon concerning the
outstanding amount owed by the State of Texas.
Chairman Bailey called on Michael Masters, from Community Health
Solutions of America, a CHIPS subcontractor to answer questions
from members.
At 10:04 a.m., on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
