Pursuant to an announcement from the house floor on April 22,
2003, the House Committee on Financial Institutions met in a
formal meeting and was called to order by the chair,
Representative Solomons, at 11:30 a.m.

A quorum was present.

The chair laid out HB 1493 as pending business.
Representative Hopson offered a complete committee substitute.
The committee substitute was adopted without objection.
Representative Gutierrez moved that HB 1493, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed and be sent to the Committee on
Local and Consent Calendars. The motion prevailed by the
following record vote:
Ayes: Representatives Solomons; Christian;
Gutierrez; Flynn; Hopson; Paxton (6).
Nays: None (0).
Present, Not Voting: None (0).
Absent: Representative Wise (1).
HB 2673
The chair laid out HB 2673 as pending business.
Representative Flynn offered a complete committee substitute.
The committee substitute was adopted without objection.
Representative Paxton moved that HB 2673, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed and be sent to the Committee on
Local and Consent Calendars. The motion prevailed by the

The chair laid out SB 1430, the companion to HB 2713, which the
committee had previously reported favorably.
Representative Flynn moved that SB 1430, without amendments, be
reported favorably to the full house with the recommendation
that it do pass and be printed and be sent to the Committee on
Local and Consent Calendars. The motion prevailed by the
following record vote:

At 11:37 a.m., on the motion of the chair and without objection,
