         Pursuant to an announcement from the house floor on September  
         17, 2003, the House Committee on Environmental Regulation met in  
         a formal meeting and was called to order by the chair,  
         Representative Bonnen, at 12:37 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Bonnen; Kuempel; Chisum; Smith, Wayne  
                   (4). 
          
         Absent:   Representatives Crownover; Flores; West, George "Buddy"  
                   (3). 
          
         A quorum was present. 
          
         HCR 1 
          
         The chair laid out HCR 1. 
          
         The chair recognized Representative Chavez to explain the  
         measure.  
          
         Representative Smith, Wayne moved that HCR 1, without  
         amendments, be reported favorably to the full house with the  
         recommendation that it do pass and be printed. The motion  
         prevailed by the following record vote:  
          
         Ayes:               Representatives Bonnen; Kuempel; Chisum;  
                             Smith, Wayne (4).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Crownover; Flores; West, George  
                        "Buddy"  (3).  
           
         At 12:42 a.m., on the motion of Representative Smith, Wayne and  
         without objection, the meeting was adjourned subject to the call  
         of the chair.
