         Pursuant to an announcement from the house floor on May 20,  
         2003, the House Committee on Environmental Regulation met in a  
         formal meeting and was called to order by the chair,  
         Representative Bonnen, at 2:36 p.m.

         The chair laid out SB 455. 
          
         The chair recognized Representative Smith, Wayne to explain the  
         measure.  
          
         Representative Smith, Wayne offered an amendment to the measure.  
          
         The amendment was adopted without objection. 
          
         Representative Chisum moved that SB 455, as amended, be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed. The motion prevailed by the following  
         record vote:
