         Pursuant to an announcement from the house floor on March 20,  
         2003, the House Committee on Environmental Regulation met in a  
         formal meeting and was called to order by the chair,  
         Representative Bonnen, at 1:22 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Bonnen; Kuempel; Crownover; Chisum;  
                   Flores; Smith, Wayne; West, George "Buddy" (7). 
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         HB 1365 
          
         The chair laid out HB 1365 as pending business.  
          
         The chair explained the measure.  
          
         Representative Smith, Wayne offered a complete committee  
         substitute.  
          
         The committee substitute was adopted without objection. 
          
         The chair closed on the measure.  
          
         Representative Chisum moved that HB 1365, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Bonnen; Kuempel; Crownover;  
                             Chisum; Flores; Smith, Wayne; West, George  
                             "Buddy" (7).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         At 1:28 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
