         Pursuant to a notice posted on May 2, 2003, the House Committee  
         on Economic Development met in a formal meeting and was called  
         to order by the chair, Representative Keffer, Jim, at 8:54 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Keffer, Jim; Homer; Hughes; Rodriguez;  
                   Thompson (5). 
          
         Absent:   Representatives Isett; Wong (2). 
          
         A quorum was present. 
          
         SB 280 
          
         The chair laid out SB 280 as pending business.  
          
         Representative Keffer, Jim offered a complete committee  
         substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Thompson moved that SB 280, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Keffer, Jim; Homer; Hughes;  
                             Rodriguez; Thompson (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Isett; Wong  (2).  
           
         HB 3549 
          
         The chair laid out HB 3549 as pending business.  
          
         Representative Keffer, Jim offered a complete committee  
         substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Thompson moved that HB 3549, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:
