Pursuant to an announcement from the house floor on May
16, 2003, the House Committee on County Affairs met in
a public hearing and was called to order by the chair,
Representative Lewis, at 8:06 p.m.
The roll was answered as follows:
Present: Representatives Lewis; Casteel; Chisum;
Flynn; Olivo; Quintanilla (6).
Absent: Representatives Smith, Wayne; Farabee;
Farrar (3).
A quorum was present.
SB 1885
The chair laid out SB 1885.

The chair recognized Representative Howard to explain
the measure.
The chair recognized Representative Howard to close on
the measure.
Representative Olivo moved that SB 1885, without
amendments, be reported favorably to the full house
with the recommendation that it do pass and be printed
and be sent to the Committee on Local and Consent
Calendars. The motion prevailed by the following record
vote:
Ayes: Representatives Lewis; Smith, Wayne;
Casteel; Chisum; Farabee; Flynn;
Olivo; Quintanilla (8).
Nays: None (0).
Present, Not Voting: None (0).
Absent: Representative Farrar (1).
SB 1303
The chair laid out SB 1303.
The chair recognized Representative Chisum to explain
the measure.
Representative Casteel offered an amendment to the
measure.
Representative Casteel moved that committee #1 be
adopted to the measure.
The amendment was adopted without objection.

The chair recognized Representative Chisum to close on
the measure.
Representative Casteel moved that SB 1303, as amended,
be reported favorably to the full house with the
recommendation that it do pass and be printed. The
motion prevailed by the following record vote:
Ayes: Representatives Lewis; Smith, Wayne;
Casteel; Chisum; Farabee; Olivo;
Quintanilla (7).
Nays: Representative Flynn (1).
Present, Not Voting: None (0).
Absent: Representative Farrar (1).
At 8:59 a.m., on the motion of the chair and without
objection, the meeting was adjourned.
