Pursuant to a notice posted on June 20, 2003, the House
Committee on Redistricting, Subcommittee on Congressional
Redistricting Two, met in a public hearing and was called to
order by the chair, Representative Marchant, at 9:15 a.m.
Present: Representatives Marchant; Grusendorf; Isett; Raymond
(4).
Absent: Representative McClendon (1).
A quorum was present.
Representative Raymond moved that Representative Marchant let
Subcommittee Vice Chair Representative Grusendorf act as chair
during the public hearing. The motion failed by the following
record vote:
Ayes: Representative Raymond (1).
Nays: Representatives Grusendorf; Isett (2).
Present, Not Voting: Representative Marchant (1).
Absent: Representative McClendon (1).

At 1:40 p.m., Representative Marchant announced that the
Subcommittee would stand at ease for five minutes.
At 1:50 p.m., Representative Marchant called the Subcommittee
back to order.

Representative Grusendorf moved the Subcommittee limit witness
testimony to five minutes per witness. Representative Raymond
objected. The motion prevailed by the following record vote:
Ayes: Representatives Marchant; Grusendorf; Isett
(3).
Nays: Representative Raymond (1).
Present, Not Voting: None (0).
Absent: Representative McClendon (1).

At 7:59 p.m., Representative Marchant announced the Subcommittee
would only recognize witnesses who had submitted a witness
affirmation form by 8:00 p.m. Any witness affirmation forms
received after 8:00 p.m. would be accepted and submitted into
the record.

Representative Raymond moved the Subcommittee recommend to the
full Committee that public hearings be held in Waco and Laredo.
The motion was adopted without objection.

At 8:55 p.m., Representative Marchant called the Subcommittee
back to order.

Representative Raymond moved the Subcommittee recommend to the
full Committee that the full Committee not consider
Congressional redistricting. Rep. Isett objected. The motion
failed by the following record vote:
Ayes: Representative Raymond (1).
Nays: Representatives Marchant; Grusendorf; Isett
(3).
Present, Not Voting: None (0).
Absent: Representative McClendon (1).
At 1:40 a.m., June 29, on the motion of the chair and without
objection, the meeting was adjourned subject to the call of the
chair.
