         Pursuant to a notice posted on February 13, 2003, the House  
         Committee on Border and International Affairs met in a public  
         hearing and was called to order by the chair, Representative  
         Ch vez, at 8:10 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Ch vez; Griggs; Canales; Castro;  
                   Merritt; Riddle (6). 
          
         Absent:   Representative Rangel (1). 
          
         A quorum was present. 
          
         The chair introduced the members and staff. The Chair made  
         organizational remarks. 
          
         At 8:45 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
