         Pursuant to a notice posted on February 14, 2003, and twice  
         revised on February 18, 2003, the House Committee on  
         Appropriations-S/C on General Government met in a public hearing  
         and was called to order by the chair, Representative Pickett, at  
         8:49 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Pickett; Hamric; Isett; McClendon (4). 
          
         Absent:   Representative Crownover (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.)

         At 9:53 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until the adjournment of the House,  
         February 20, 2003. 
          
         The committee reconvened at 11:36 a.m. and was called to order  
         by the chair, Representative Pickett. The roll was answered as  
         follows: 
          
         Present:  Representatives Pickett; Crownover; Isett; McClendon  
                   (4). 
          
         Absent:   Representative Hamric (1). 
          
         A quorum was present.

         At 3:21 p.m., on the motion of the chair and without objection,  
         the meeting was recessed for a 15 minute break. 
          
         The committee reconvened at 3:40 p.m. and was called to order by  
         the chair, Representative Pickett. The roll was answered as  
         follows: 
          
         Present:  Representatives Pickett; Crownover; Isett (3). 
          
         Absent:   Representatives Hamric; McClendon (2). 
          
         A quorum was present.
