         Pursuant to a notice posted on February 13, 2003, and revised on  
         February 14, 2003, the House Committee on Appropriations-S/C on  
         Criminal Justice met in a public hearing and was called to order  
         by the chair, Representative Turner, at 8:07 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Turner; Berman; Ellis; Stick (4). 
          
         Absent:   Representative Kolkhorst (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.)

         At 9:52 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until the Adjournment of the House. 
          
         The committee reconvened at 11:59 a.m. and was called to order  
         by the chair, Representative Turner. The roll was answered as  
         follows: 
          
         Present:  Representatives Turner; Berman; Ellis (3). 
          
         Absent:   Representatives Kolkhorst; Stick (2). 
          
         A quorum was present.
