         Pursuant to a notice posted on February 27, 2003, the House  
         Committee on Appropriations-S/C on Health & Human Services met  
         in a formal meeting and was called to order by the chair,  
         Representative Wohlgemuth, at 7:40 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Wohlgemuth; Davis, John; Eiland;  
                   Truitt (4). 
          
         Absent:   Representatives Dukes; Hupp (2). 
          
         A quorum was present. 
          
         The subcommittee met to discuss issues relating to  
         appropriations for 2004-2005.

         (Representative Dukes in chair.) 
          
         (Representative Wohlgemuth in chair.) 
          
         (Representative Hupp now present.) 
          
         At 11:21 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 12:45 p.m., February 28, 2003. 
          
         The committee reconvened at 12:55 p.m. and was called to order  
         by the chair, Representative Wohlgemuth. The roll was answered  
         as follows:

                   (4). 
                                                       
         Absent:   Representatives Eiland; Hupp (2). 
          
         A quorum was present. 
          
         The subcommittee continued to discuss issues relating to
