         Pursuant to an announcement from the house floor on February 18,  
         2003, the House Committee on Appropriations-S/C on Regulatory  
         met in a formal meeting and was called to order by the chair,  
         Representative Hope, at 1:55 p.m. 
          
         The roll was answered as follows:

                   (4). 
          
         Absent:   Representative Brown, Betty (1). 
          
         A quorum was present. 
          
         The subcommittee met to discuss issues relating to  
         appropriations for 2004-2005.

         At 6:10 p.m., on the motion of acting chair Representative  
         Elizabeth Jones, and without objection, the meeting was
