         Pursuant to a notice posted on February 7, 2003, the House  
         Committee on Appropriations-S/C on Regulatory met in a public  
         hearing and was called to order by the chair, Representative  
         Hope, at 8:10 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Hope; Brown, Betty; Jones, Elizabeth;  
                   Raymond; Solis (5). 
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 9:45 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 15 minutes after the Adjournment  
         of the House. 
          
         The committee reconvened at 12:15 p.m. and was called to order  
         by the chair, Representative Hope. The roll was answered as  
         follows: 
          
         Present:  Representatives Hope; Brown, Betty; Raymond; Solis  
                   (4). 
          
         Absent:   Representative Jones, Elizabeth (1). 
          
         A quorum was present.

         At 12:16 p.m., on the motion of the chair and without objection,
