         Pursuant to a notice posted on February 6, 2003, the House  
         Committee on Agriculture & Livestock met in a public hearing and  
         was called to order by the chair, Representative Hardcastle, at  
         8:05 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Hardcastle; Brown, Betty; Burnam;  
                   Swinford (4). 
          
         Absent:   Representatives Miller; Jones, Delwin; Laney (3). 
          
         A quorum was present. 
          
         The Chair made opening remarks and invited the committee members  
         to make any comments.

         (Representative Jones, Delwin now present.) 
          
         The following agencies and commissions presented budget  
         information to the committee: 
          
         Texas Department of Agriculture 
         The Texas Food and Fibers Commission 
         The Texas Animal Health Commission 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 8:40 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned until 8:00 a.m., February 20, 2003.
