The bill would require state agencies to prepare a legislative history document on bills that authorize the adoption of agency rules. The bill would also require state agencies to inform legislators of proposed agency rules.
The bill would allow any member of the legislature to request an attorney general opinion, in accordance with section 2001.032, rather than just committee chairs, as is currently the law.
The bill could result in an increased workload for state agencies, however overall, it is believed that this fiscal impact would not be significant.
