R E S O L U T I O N
	WHEREAS, December 12, 2002, was indeed a special day in the 
lives of Larry Forehand and Kristi Reinertsen-Forehand, for on that 
day they became the proud parents of a precious baby girl, River 
Noel Reinertsen-Forehand; and
	WHEREAS, River weighed seven pounds, five ounces, when she 
made her debut at 8:51 p.m. on that memorable Thursday, and her 
long-awaited arrival was truly a source of great pride to her 
family; and
	WHEREAS, Blessed with an irresistible smile and a winning 
personality, she has brought much joy to the lives of her parents, 
grandparents, and many admirers; Hunter Reinertsen-Forehand, the 
eldest child of Larry and Kristi, has welcomed her baby sister with 
great enthusiasm; and
	WHEREAS, The birth of a child is always a momentous event, and 
it is a pleasure to formally announce the birth of this precious new 
Texan and to honor her delighted parents; now, therefore, be it
	RESOLVED, That the House of Representatives of the 78th Texas 
Legislature hereby congratulate Larry Forehand and Kristi 
Reinertsen-Forehand on the birth of River Noel Reinertsen-Forehand 
and extend to the family best wishes for much happiness in the years 
to come; and, be it further,
	RESOLVED, That an official copy of this resolution be 
prepared for the family as an expression of high regard by the Texas 
House of Representatives.
