Amend the floor substitute to CSHB 1606 as follows:
On page 41, between lines 26 and 27, insert a SECTION 2.25 as
follows:
SECTION 2.25. Amend Chapter 253, Election Code, by adding
Sections 201, 202, and 203 as follows:
Sec. 253.201. INDIVIDUAL LIMITS ON CONTRIBUTIONS TO
CANDIDATES. (a) A natural person may not knowingly make or
authorize political contributions to a candidate or officeholder
that in the aggregate for the office of state senator or for the
office of state representative exceed $2,000 per election.
(b) A political committee or legislative caucus committee may
not knowingly make or authorize political contributions to a
candidate or officeholder that in the aggregate for the office of
state senator or for the office of state representative exceed
$5,000 per election;
(c) A national political party may not knowingly make or
authorize political contributions to a candidate or officeholder
that in the aggregate for the office of state senator or for the
office of state representative that exceed $15,000 per year.
(d) A state or local political party may not knowingly make or
authorize political contributions to a candidate or officeholder
that in the aggregate for the office of state senator or for the
office of state representative exceed $5,000 per year.
Sec. 253.202. LIMITS ON CONTRIBUTIONS TO POLITICAL
COMMITTEES. (a) A person may not knowingly make or authorize
political contributions that in the aggregate exceed the limits
prescribed in subsection (b).
(b) The contribution limits are:
(1) for contributions to a political committee or
legislative caucus committee, $5,000 per year;
(2) for contributions to a political committee
established by a state political party committee, $25,000 per year.
(3) for contributions to a political committee
established by a local political party committee, $10,000 per year.
Sec. 253.203. AGGREGATE CONTRIBUTION LIMITS. A natural
person may not knowingly make or authorize political contributions
to state legislative candidates, officeholders, political
committees that support or oppose legislative candidates, state or
local political parties, and legislative caucuses that in the
aggregate exceed $95,000 in a two year election cycle, and no more
than $37,500 of that may be given to candidates.
