         Pursuant to a notice posted on February 8, 2002, the Joint  
         Committee on Higher Education Excellence Funding met in a public  
         hearing and was called to order by the chair, Representative  
         Junell, at 10:09 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representative Junell; Senator Ogden; Senator  
                   Armbrister; Senator Barrientos; Representative  
                   Giddings; Representative McReynolds (6). 
          
         Absent:   Senator Harris; Representative Rangel; Representative

         A quorum was present. 
          
         Committee Rules were adopted by unanimous consent.
