Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Tuesday, February 27,
2001, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:05 a.m. There being
a quorum present, the following business was transacted:
The chair laid out SB94 and recognized the author, Senator
Nelson, to explain the bill. Senator Staples sent up a
committee substitute; the chair recognized Senator Nelson to
explain the difference between the committee substitute and the
bill as filed. Senator Staples moved adoption of the committee
substitute; without objection, it was so ordered. Senator
Staples sent up Committee Amendment 1 and moved adoption;
without objection, the amendment was adopted. Witnesses
testifying and registering on the bill are shown on the attached
list. Senator Madla moved that SB94 be left pending; without
objection, it was so ordered.
The chair laid out SB620 and recognized the author, Senator
Jackson, to explain the bill. Senator Cain moved that SB620 be
reported favorably to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 5 ayes, 0 nay, 0 present not voting, and 2 absent. Senator
Cain moved that the bill be recommended for placement on the
Local & Uncontested Calendar; without objection, it was so
ordered.
The chair laid out SB417 and recognized the author, Senator
Jackson, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. Senator
Lindsay moved that SB417 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The

The chair laid out SB354 and recognized the author, Senator
Lindsay, to explain the bill. Senator Lindsay moved to
reconsider a new substitute and vote for SB354;without objection
it was so ordered.Witnesses testifying and registering on the
bill are shown on the attached list. Senator Lindsay moved that
SB354 be left pending; without objection, it was so ordered.
Senator Madla moved that the committee stand recessed until 30
minutes after adjournment of the Senate; without objection, it
was so ordered.
At 1:12 p.m. the committee reconvened.
The chair laid out SB607 and recognized the author, Senator Van
de Putte, to explain the bill. Senator Lindsay sent up a
committee substitute; the chair recognized Senator Van de Putte
to explain the difference between the committee substitute and
the bill as filed. Senator Lindsay sent up Committee Amendment
1 and the chair recognized Senator Van de Putte to explain the
amendment.Witnesses testifying and registering on the bill are
shown on the attached list. Senator Madla moved that SB607 be
left pending; without objection, it was so ordered.
There being no further business, at 2:35 p.m. Senator Madla
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
