Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Tuesday, February 13,
2001, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:05 a.m. There being
a quorum present, the following business was transacted:
The chair laid out the minutes from the last two hearings.
Senator Lindsay moved to approve both sets of minutes, without
objection it was so ordered.
Senator Lindsay assumed the chair. The chair laid out SB134 and
recognized the author, Senator Madla, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list. Senator Madla moved that SB134 be reported
favorably to the Senate with the recommendation that it do pass
and be printed. The motion carried with a record vote of 7
ayes, 0 nay, 0 present not voting, and 0 absent. Senator Madla
moved that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
Senator Madla assumed the chair.
The chair laid out SB256 and recognized the author, Senator
Carona, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. Senator
Lindsay moved that SB256 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The
motion carried with a record vote of 4 ayes, 2 nays, 1 present
not voting, and 0 absent.
The chair laid out SB286 and recognized the author, Senator
Carona, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. Senator
Lindsay moved that SB286 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The
motion carried with a record vote of 7 ayes, 0 nay, 0 present
not voting, and 0 absent. Senator Lindsay moved that the bill
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.

Carona, to explain the bill. Witnesses testifying and

West moved that SB335 be reported favorably to the Senate with
the recommendation that it do pass and be printed. The motion

voting, and 0 absent.
The chair laid out SB274 and recognized the author, Senator Van
de Putte, to explain the bill. Senator Lindsay sent up a
committee substitute; the chair recognized Senator Van de Putte
to explain the difference between the committee substitute and
the bill as filed. Senator Lindsay moved adoption of the
committee substitute; without objection, it was so
ordered.Witnesses testifying and registering on the bill are
shown on the attached list. Senator Lindsay moved that SB274
do not pass but that CSSB274 be reported back to the Senate with
the recommendation that it do pass and be printed. The motion
carried with a record vote of 7 ayes, 0 nay, 0 present not
voting, and 0 absent.
The chair laid out SB198 and recognized the author, Senator
Moncrief, to explain the bill. Senator Cain sent up a committee
substitute; the chair recognized Senator Moncrief to explain the
difference between the committee substitute and the bill as
filed. Senator Cain moved adoption of the committee substitute;
without objection, it was so ordered. Witnesses testifying and
registering on the bill are shown on the attached list. Senator
West moved that SB198 do not pass but that CSSB198 be reported
back to the Senate with the recommendation that it do pass and
be printed. The motion carried with a record vote of 7 ayes, 0
nay, 0 present not voting, and 0 absent.
Senator Lindsay assumed the chair. The chair laid out SB200 and
recognized the author, Senator Madla, to explain the bill.

the attached list. Senator Madla moved that SB200 be reported
favorably to the Senate with the recommendation that it do pass
and be printed. The motion carried with a record vote of 6
ayes, 0 nay, 0 present not voting, and 1 absent. Senator Madla
moved that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
Senator Madla resumed the chair. Senator Whitmire requested to
be shown as voting aye on SB134, SB274, SB286 and SB335 and no
on SB256. Senator Lindsay moved to make a correction in the
01/30/01 minutes, without objection it was so ordered.
There being no further business, at 10:10 a.m. Senator Lindsay
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
