Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Business &
Commerce was held on Thursday, March 22, 2001, in the Capitol
Extension, Room E1.016, at Austin, Texas.

MEMBERS PRESENT: MEMBERS ABSENT:
Senator Eddie Lucio, Jr. None
Senator Eliot Shapleigh
The following members arrived after the roll was called:

The chair called the meeting to order at 8:35 a.m. There being
a quorum present, the following business was transacted:
At 8:35 a.m. Senator Shapleigh assumed the chair.
The chair laid out SB1296 and SJR 37 and recognized the author,
Senator Lucio, Jr., to explain the bills.
Senator Lucio, Jr. sent up committee substitutes for SB 1296 and
SJR 7; the chair recognized Senator Lucio, Jr. to explain the
differences between the committee substitutes and the bills as
filed. Senator Lucio, Jr. moved adoption of the committee
substitutes; without objection, it was so ordered.
Witnesses testifying and registering on the bills are shown on
the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered.
Senator Lucio, Jr. moved that SB1296 do not pass but that
CSSB1296 be reported favorably to the full Committee on Business
and Commerce with the recommendation that it be reported
favorably to the Senate. The motion carried. Senator Lucio, Jr.
moved that SJR37 do not pass but that CSSJR37 be reported
favorably to the full Committee on Business and Commerce with
the recommendation that it be reported favorably to the Senate.
The motion carried.
At 8:50 a.m. Senator Lucio, Jr. resumed the chair.
There being no further business, at 8:51 a.m. Senator Shapleigh
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
