Pursuant to a notice posted on November 20, 2002, the House
Committee on Ways & Means met in a public hearing and was called
to order by the chair, Representative Oliveira, at 1:48 p.m.
The roll was answered as follows:
Present: Representatives Oliveira; Bonnen; Hartnett; Heflin;
Keffer; Ramsay; Ritter (7).
Absent: Representatives McCall; Craddick; Davis, Yvonne;
Riddle (4).
A quorum was present.
The Chair laid out Interim Charge No. 3, relating to the study
of the economic impact of Internet commerce on state and local
tax revenues, and monitoring of federal legislation and action
relating to Internet taxation.
Testimony was taken. (See attached witness list.)
The Chair offered a recommendation for Interim Charge No. 3.
Representative Ramsey moved to adopt the recommendation. The
motion prevailed by the following record vote:
Ayes: Representatives Oliveira; Bonnen; Hartnett;
Heflin; Keffer; Ramsay; Ritter (7).
Nays: None (0).
Present, Not Voting: None (0).
Absent: Representatives McCall; Craddick; Davis, Yvonne;
Riddle (4).
The Chair laid out Interim Charge No. 1, relating to the laws
and procedures governing appeals of appraised values for
property tax purposes, and review of the process by which the
Comptroller of Public Accounts reviews and adjusts the values
assigned by appraisal districts.
The Chair offered recommendation No. 1 for Interim Charge No. 1.
The Chair offered recommendation No. 2 for Interim Charge No. 1.
The Chair offered recommendation No. 3 for Interim Charge No. 1.
Representative Hartnett offered an amendment to recommendation
No. 3.
The amendment was adopted without objection.
The recommendations were adopted without objection.
The Chair laid out Interim Charge No. 2, relating to the review
of the dedicated uses of municipal and county sales and use
taxes, and assess the impact such taxes have on the ability of
communities to respond to changes in demand for and use of
governmental services.
The Chair offered a recommendation for Interim Charge No. 2.
The recommendation was adopted without objection.
The Chair laid out Interim Charge No. 4, relating to the effects
of franchise tax credits authorized by S.B. 441, 76th
Legislature, and evaluate their success in achieving legislative
goals.
The Chair offered a recommendation for Interim Charge No. 4.
The recommendation was adopted without objection.
At 2:33 p.m., on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
