Pursuant to a notice posted on June 3, 2002, the House Committee
on Juvenile Justice & Family Issues met in a public hearing and
was called to order by the chair, Representative Goodman, at
10:28 a.m.
The roll was answered as follows:
Present: Representatives Goodman; Reyna, Arthur; Morrison;
Naishtat; Reyna, Elvira (5).
Absent: Representatives King, Phil; Menendez; Nixon, Joe;
Tillery (4).
A quorum was present.
The Chair introduced Interim Charge #1, relating to the role of
an attorney ad litem and guardian ad litem in certain suits
affecting the parent child relationship, before the committee.
Testimony was taken. (See attached witness list.)
The Chair introduced Interim Charge #2, relating to progressive
sanctions guidelines, before the committee.
The Chair invited Representative Roberto Gutierrez to join the
committee and particiapte in discussion.

The Chair introduced Interim Charge #3, relating to gestational
agreements, before the committee.

The Chair called for invited testimony from the Texas Department
of Public Safety.

At 12:20 p.m., on the motion of the chair and without objection,
the meeting was recessed until 12:45 p.m., June 20, 2002.
The committee reconvened at 1:00 p.m. and was called to order by
the chair, Representative Goodman. The roll was answered as
follows:
Present: Representatives Goodman; Reyna, Arthur; Morrison;
Naishtat; Reyna, Elvira; Tillery (6).
Absent: Representatives King, Phil; Menendez; Nixon, Joe (3).
A quorum was present.
The Chair introduced Interim Charge #4, relating to the review
of state and local school district efforts to deal with problems
of truancy, drop-outs, and disruptive behavior (pursuant to the
Safe Schools Act) including in-school and out-of-school
suspensions.

At 3:22 p.m., on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
