         Pursuant to an announcement from the house floor on May 16,  
         2001, the House Committee on State, Federal & International  
         Relations met in a formal meeting and was called to order by the  
         chair, Representative Hunter, at 12:10 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Hunter; Moreno, Paul; Berman; Chavez;  
                   Elkins; Madden; Miller; Najera; Raymond (9). 
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         SCR 2 
          
         The chair laid out SCR 2 as pending business.  
          
         The chair recognized Representative Morrison to explain the  
         measure.  
          
         Representative Berman moved that SCR 2, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Hunter; Moreno, Paul;  
                             Berman; Chavez; Elkins; Madden; Miller;  
                             Najera; Raymond (9).  
           
         Nays:               None (0).

         At 12:15 p.m., on the motion of the chair and without objection,
