         Pursuant to an announcement from the house floor on May 4, 2001,  
         the House Committee on State, Federal & International Relations  
         met in a formal meeting and was called to order by the chair,  
         Representative Hunter, at 10:25 p.m. 
          
         The roll was answered as follows:

         Absent:   Representative Najera (1). 
          
         A quorum was present.

         The chair laid out HCR 274. 
          
         Representative Chavez moved that HCR 274, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Hunter; Moreno, Paul;  
                             Berman; Chavez; Elkins; Madden; Miller (7).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     Representative Raymond  (1).

         At 10:28 p.m., on the motion of the chair and without objection,
