Pursuant to a notice posted on February 22, 2001, and then twice
revised on February 26, 2001, the House Committee on Higher
Education met in a public hearing and was called to order by the
chair, Representative Rangel, at 4:04 p.m.

The committee heard testimony regarding the 30th Anniversary of
