         Subcommittee on General Government, met in a public hearing and  
         was called to order by the chair, Representative Heflin, at 9:00  
         a.m. 
          
         Present:  Representatives Heflin; Flores; Luna, Vilma; Pickett;  
                   Puente (5). 
          
         Absent:   None (0). 
          
         A quorum was present.

         At 11:30 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 1:12 p.m., September 20, 2002. 
          
         The committee reconvened at 1:12 p.m. and was called to order by  
         the chair, Representative Heflin. The roll was answered as  
         follows:

         Absent:   None (0).
