         Pursuant to a notice posted on June 21, 2002, the House  
         Committee on Appropriations, Subcommittee on Interim Charge  
         Three, met in a public hearing and was called to order by the  
         chair, Representative Heflin, at 9:40 a.m. 
          
         Present:  Representatives Heflin; Hamric; Mowery; Puente; Smith  
                   (5). 
          
         Absent:   Representatives Farrar; Luna, Vilma (2). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.)

         (10:35am Speaker Laney and Rep. Goolsby now present.) 
          
         At 12:35 p.m., on the motion of the chair and without objection,
