Pursuant to a notice posted on February 21, 2001, the House
Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Junell, at 11:51
a.m.

Representative Farrar moved the adoption of LBB recommendations
with the following changes: Add 4 FTEs for licensing
department. Add 2 FTEs to monitor seller training and to
purchase an interactive voice system. Add 9 FTEs to ensure
taxpayer compliance at unmanned ports-of-entry. And with the
following technical change: Automatic step increases for
Schedule C. And to be added to Article XI: Reengineer
database system. Capital Budget rider (Farrar #1), Contingency
Appropriation for Bridges rider (Farrar #2) and Contingency
Appropriations rider (Farrar #3) and Travel Limitation rider
(Farrar #4). Without objection, the motion was adopted.
Supreme Court

recommendations. Add block grant to be used at the court's
discretion. Without objection, the motion was adopted.
Court of Criminal Appeals

Representative S. Turner moved the adoption of LBB
recommendations with the following changes: Add block grant to
be used at the court's discretion. Technical Adjustment to
Authorized Spending Limit Judicial Education rider (S. Turner
#1), Continuing Education and Technical Assistance for
Prosecutors and Criminal Defense Attorneys rider (S. Turner #2),
Technical Adjustment Appropriation: Refunds of Unexpended
Balances from Training Entities rider (S. Turner #3) Without
objection, the motion was adopted.
Law Library
Representative Smith moved the adoption of LBB recommendations
with the following changes: Add block grant to spend at
agency's discretion. Add Capital Budget rider (Smith #1).
Without objection, the motion was adopted.
Court Reporters Certification Board
Representative McReynolds moved the adoption of LBB
recommendations. Add Funding for staff training, Funding for
computer hardware lease, software and maintenance, and Raise the
Examination Room Rental Fee. Without objection, the motion was
adopted.
Commission on Judicial Conduct
Representative Farrar moved the adoption of LBB recommendations
with the following changes: Add 2 FTEs for staff attorneys.
Funding for Public Awareness Program per Sunset recommendations.
And with the addition of the following to Article XI: General
Counsel V Position. And with the other following changes:
Capital Budget rider (Farrar #1). Without objection, the motion
was adopted.

Judiciary Section, Comptroller's Department
Representative McReynolds moved the adoption of LBB
recommendations with the following changes: Maintain Staff
Levels in FY2002-2003. Prison Prosecution Unit to purchase new
or used vehicles through DPS rider. And with the following
technical changes: Strategy A.1.4. District Attorney: Salaries
and Adjust schedule of exempt positions. Strategy A.1.8. Felony
Prosecutors: Salary. And with the addition of the following to
Article XI- Public Integrity Unit leased office space and
Maintain operations at Prison Prosecution Unit's Civil
Commitment Program. And with the other following changes:
Contingency Appropriation rider (McReynolds #1) and Transfer of
Vehicles to Walker County rider (McReynolds #2). Without
objection, the motion was adopted.
Commission on Private Security
Representative Smith moved the adoption of LBB recommendations
with the following changes: Adjust target for "Average Cost
per Disciplinary Action" and Adjust target for "Number of New
Licenses". Add Modification of Existing Rider #1 Fee Rates
rider (Smith). Without objection, the motion was adopted.
Commission on Jail Standards

Representative S. Turner moved the adoption of LBB
recommendations. Without objection, the motion was adopted.
Commission on Fire Protection
Representative McReynolds moved the adoption of LBB
recommendations with the following changes: Funding to lease
agency computers. To increase amount available in agency's
grant and loan program for equipment purchases. And with the
following technical change: Adjust method of Finance from Gross
Revenue dedicated Fund 036 to Gross Revenue Fund 8042. And with
the other following changes: Unexpended Balances in the Grant
and Loan Program rider (McReynolds #1) and Capital Budget rider
(McReynolds #2). Without objection, the motion was adopted.
Office of the State Prosecuting Attorney
(Congressman Rodriguez now present.)
Representative S. Turner moved the adoption of LBB
recommendations. Refer salary increases to retain staff to
salaries working group. Without objection, the motion was
adopted.
Commission on Law Enforcement Standards and Education
Representative S. Turner moved the adoption of LBB
recommendations with the following changes: Funding to allow
agency to contract with the University of Texas and other
educational institutions for development and analysis of
agency-offered curricula and courses. Capital Budget rider
(Gallego & S. Turner#1). Without objection, the motion was
adopted.
Military Facilities Commission
Representative S. Turner moved the adoption of LBB
recommendations with the following changes: Funding for travel
of maintenance personnel. Major maintenance and Roof
replacements at various military facilities. Maintenance
projects at Organizational Maintenance Shop. And with the other
following changes: Federally Funded Projects rider (S. Turner #
1) and Capital Budget rider (S. Turner #3) and Travel Limitation
rider (S. Turner #2). Without objection, the motion was adopted.
Adjutant General's Department
Representative S. Turner moved the adoption of LBB
recommendations with the following changes: Add funding to
repair structural and architectural problems at Camp Mabry
facilities. Major Maintenance projects at Organizational
Maintenance shops paid to TMFC through IAC funds. Gross Revenue
paid to TMFC for Maintenance and Roof replacements. And with
the addition of the following to Article XI: IT requirements
related to state functions. And with the other following
changes: Capital Budget rider (S. Turner #1) and Travel for
Federally Funded Projects rider (S. Turner #2). Without
objection, the motion was adopted.
At 4:25 p.m., on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
