The committee will meet in a public hearing in the Osborne
Administration Building of Vernon Regional Junior College, 4400
College Drive (U.S. Hwy. 70), Vernon, Texas, to discuss the following
interim charges:

    Study the ability of counties to provide for appropriate growth
    and development in unincorporated areas while balancing private
    property rights.  Study the regulation of billboards placed along
    highways.  Monitor actions taken under HB 1704 and SB 710, 76th
    Legislature.

Invited testimony will be followed by public testimony.
