Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Border
Affairs - Special was held on Friday, May 26, 2000, in the
Brownsville Public Library, Brownsville, Texas.

The chair called the meeting to order at 8:14 a.m. The
following business was transacted:
Senator Lucio and Senator Shapiro made opening remarks.
Senator Brown made opening remarks.
Commissioner Harry E. McNair, Jr., representing the City of
Brownsville, made welcoming remarks.
Mr. Larry Brown, representing the City of Brownsville, testified
on interim charge #1.
Judge Gilberto Hinojosa, representing Cameron County, gave
welcoming remarks.
Mr. Frank Feild, representing the Brownsville Chamber of
Commerce, testified on interim charge #1.
Mr. Robert Cornelison, representing the Rio Grande Valley
Partnership, testified on interim charge #1.
Mr. Mark Lund, representing the Brownsville Metropolitan
Planning Organization, testified on interim charge #1.
At 9:34 a.m. Senator Lucio assumed the chair.
Mr. Ed Molitor, representing the Hidalgo County Metropolitan
Planning Organization, testified on interim charge #1.
Mr. Roy de los Santos, representing the Port of Brownsville,
testified on interim charge #1.
Mr. Randy Delay, representing the Port of Brownsville, testified
on interim charge #1.
At 10:21 a.m. Senator Shapiro resumed the chair.
Mr. Robert Cornelison, representing the City of Port Isabel,
testified on interim charge #1.
Mayor Connie C. de la Garza, representing the City of Harlingen,
testified on interim charge #1.
Mr. Robert Garcia, representing the City of Port Isabel,
testified on interim charge #1.
Ms. Norma H. Zamora, representing the City of Brownsville and
the Brownsville Urban System, testified on interim charge #1.
Mr. Michael Myers, representing the Brownsville Public Utility
Board, testified on interim charge #1.
At 11:39 a.m. Senator Shapiro moved that the Senate State
Affairs Committee stand recessed subject to the call of the
Chair.
Commissioner David Laney, representing the Texas Transportation
Commission, testified on interim charge #5, SB 913.
Mr. Amadeo Saenz, representing the Texas Department of
Transportation, testified on interim charge #5, SB 913.
Mr. Ed Wueste, representing the Texas Department of
Transportation, testified on interim charge #5, SB 913.
Mr. Charles Heald, representing the Texas Department of
Transportation, testified on interim charge #5, SB 913.
Mr. Jose A. Escamilla, representing the Border Trade Alliance,
testified on interim charge #5, SB 913.
Chairman Lucio thanked Ms. Amy Henderson, with Senator Kay
Bailey Hutchison's office, for attending the hearing.
There being no further business, at 12:39 p.m. Chairman Lucio
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
