Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Border
Affairs - Special was held on Wednesday, October 13, 1999 in
the Capitol Extension, Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 9:35 am. There being
a quorum present, the following business was transacted.
The following members arrived after the roll was called:
none.
Chairman Lucio gave opening remarks.
Senator Zaffirini moved adoption of the proposed interim
rules. Senator Truan seconded the motion. The motion carried
with a vote of 5 ayes, 0 nays, 0 present not voting, and 2
absent.
The Chair recognized the following witnesses:
Bomer, Elton, Secretary of State, testified on the interim
charges.
Laney, David, representing Texas Department of Transportation,
testified on the interim charges.
At 10:05 am Senator Sibley assumed the chair.
At 10:06 am Chairman Lucio resumed the chair.
Senator Zaffirini moved that the Legislative Budget Board and
the Comptroller's office make recommendations based on figures
given from the Texas Department of Transportation. The motion
carried with a vote of 5 ayes, 0 nays, 0 present not voting,
and 2 absent.
Senator Truan asked for an official transcript of the hearing.
Redwine, Augustin, Office of the Comptroller of Public
Accounts, testified on the interim charges.
Ancira, Jesse, Office of the Comptroller of Public Accounts,
testified on the interim charges.
Mills, Lester, Texas Department of Public Safety, testified on
the interim charges.
Ervin, Clark, Office of the Attorney General, testified on the
interim charges.
De Leon, Horacio, Texas Border Infrastructure Coalition,
testified on the interim charges.
At 12:20 pm Chairman Lucio asked that the Committee stand at
ease for ten minutes.
At 12:45 the Committee reconvened.
Sheridan, Mike, Texas Workforce Commission, testified on the
interim charges.
Rogers, Pamela, Texas Department of Economic Development,
testified on the interim charges.
Stewart, Branner, Texas Department of Economic Development,
testified on the interim charges.
At 1:35 pm Senator Shapleigh assumed the chair.
Pedersen, Craig, Texas Water Development Board, testified on
the interim charges.
At 1:40 pm Chairman Lucio resumed the chair.
Saitas, Jeff, Texas Natural Resource Conservation Commission,
testified on the interim charges.
Borger, Diane, Texas Natural Resource Conservation Commission,
testified on the interim charges.
Archer, William, Texas Department of Health, testified on the
interim charges.
Senator Shapleigh gave an introduction for Edward Drusina,
Public Works. Mr. Drusina gave brief comments to the
Committee.
Drusina, Edward, Public Works, testified on the interim
charge.
Senator Lucio announced that the next committee hearing would
be held in El Paso on November 18th and 19th.
There being no further business, at 3:00 pm Chairman Lucio
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
