         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Health  
         Services was held on Tuesday, March 30, 1999, in the Capitol  
         Extension, Room E1.016, at Austin, Texas.

         The Chair called the meeting to order at 1:34 p.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Madla. 
          
         The Chair laid out the March 23,1999, minutes and recognized  
         Senator Nixon who moved for their approval.  There being no  
         objection, the motion prevailed by unanimous consent. 
          
         The Chair laid out SB 1340 and recognized the bill's author,  
         Senator Carona, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list. 
          
         Senator Madla moved that SB 1340 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         Senator Moncrief requested unanimous consent to be shown  
         voting aye on SB 1340. There being no objection, the motion  
         prevailed. 
          
         The Chair laid out SB 871 and recognized the bill's author,  
         Senator Barrientos, to explain the bill.

         Senator Madla moved that SB 871 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present

         Senator Madla moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
          
         Senator Moncrief requested unanimous consent to be shown  
         voting aye on SB 871. There being no objection, the motion  
         prevailed. 
          
         The Chair laid out SB 1031 and recognized the bill's author,  
         Senator Madla, to explain the bill.

         adopted; without objection, it was so ordered.  Senator Nelson  
         moved that SB 1238 do not pass, but that CSSB 1238 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a vote of 5 ayes, 0 nays,  
         0 present not voting, and 0 absent.   
          
         Senator Nelson moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         Senator Moncrief requested unanimous consent to be shown  
         voting aye on CSSB 1238. There being no objection, the motion  
         prevailed.

         adoption; without objection, the amendment was adopted.

         adopted; without objection, it was so ordered.  Senator Nelson  
         moved that SB 1239 do not pass, but that CSSB 1239 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a vote of 5 ayes, 0 nays,  
         0 present not voting, and 0 absent.   
          
         Senator Nelson moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.

         voting aye on CSSB 1239. There being no objection, the motion  
         prevailed.

         prevailed. 
          
         At 2:25 p.m., Senator Nelson resumed the chair.

         Senator Madla, to explain the bill.

         Senator Nelson sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.

         Senator Nelson then moved that the committee substitute be  
         adopted; without objection, it was so ordered.  Senator Nelson  
         moved that SB 1131 do not pass, but that CSSB 1131 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a vote of 4 ayes, 0 nays,  
         0 present not voting, and 1 absent.   
          
         Senator Moncrief requested unanimous consent to be shown  
         voting aye on CSSB 1131. There being no objection, the motion  
         prevailed. 
          
         The Chair laid out SB 941 and recognized the bill's author,  
         Senator Armbrister, to explain the bill.

         The Chair moved that SB 941 be left pending; without  
         objection, it was so ordered. 
          
         No action was taken on SB 1240. 
          
         There being no further business, at 3:25 p.m., Senator Nelson  
         moved that the Committee stand recessed, subject to the call  
         of the Chair.  Without objection, it was so ordered.
