Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Health
Services was held on Tuesday, March 9, 1999, in the Capitol
Extension, Room E1.016, at Austin, Texas.

The Chair called the meeting to order at 1:34 p.m. There
being a quorum present, the following business was transacted.
The following member arrived after the roll was called:
Senator Moncrief.
The Chair laid out the March 2, 1999, and March 4, 1999,
minutes and recognized Senator Lindsay who moved for their
approval. There being no objection, the motion prevailed by
unanimous consent.
The Chair announced that SB 407 would not be heard today, at
the request of its author.
The Chair laid out SB 519 and recognized the bill's author,
Senator Zaffirini, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Moncrief moved that SB 519 be reported favorably to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 5 ayes, 0 nays, 0
present not voting, and 0 absent.
Senator Moncrief moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The Chair laid out SB 542 and recognized the bill's author,
Senator Madla, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Madla moved that SB 542 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 5 ayes, 0 nays, 0 present
not voting, and 0 absent.
The Chair laid out SB 354 and recognized the bill's author,
Senator Madla, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Madla sent up a committee substitute; the Chair
recognized Senator Madla to explain the difference between the
committee substitute and the bill as filed. Senator Madla
moved adoption of the committee substitute; without objection,
it was so ordered.
Senator Madla moved that SB 354 do not pass, but that CSSB 354
be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a vote of 5
ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Madla moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
At 1:59 p.m., Senator Moncrief assumed the chair.
The Chair laid out SB 773 and recognized the bill's author,
Senator Nelson, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Nelson moved that SB 773 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 5 ayes, 0 nays, 0 present
not voting, and 0 absent.
Senator Nelson moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The Chair laid out SB 51 and recognized the bill's author,
Senator Nelson, to explain the bill.
Witnesses testifying and registering on the bill are shown on

Senator Nelson sent up a committee substitute; the Chair
recognized Senator Nelson to explain the difference between
the committee substitute and the bill as filed. Senator
Nelson moved adoption of the committee substitute; without
objection, it was so ordered.
Senator Moncrief sent up a committee amendment and explained
his amendment. Senator Moncrief then withdrew his amendment.
Senator Nelson moved that CSSB 51 be left pending; without
objection, it was so ordered.
The Chair laid out SB 64 and recognized the bill's author,
Senator Nelson, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Nelson moved that SB 64 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 3 ayes, 2 nays, 0 present
not voting, and 0 absent.
At 2:39 p.m., Senator Nelson resumed the chair.
There being no further business, at 2:40 p.m., the Chair moved
that the Committee stand recessed, subject to the call of the
Chair. Without objection, it was so ordered.
