Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Health
Services was held on Tuesday, February 23, 1999, in the
Capitol Extension, Room E1.016, at Austin, Texas.

The Chair called the meeting to order at 1:30 p.m. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:
Senator Nixon and Senator Lindsay.
The Chair laid out the February 16, 1999, minutes and
recognized Senator Madla who moved for their approval. There
being no objection, the motion prevailed by unanimous consent.
The Chair laid out SB 254 and recognized the bill's author,
Senator Madla, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Madla moved that SB 254 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 5 ayes, 0 nays, 0 present
not voting, and 0 absent.
Senator Madla moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The Chair laid out SB 413 and recognized the bill's author,
Senator Madla, to explain the bill. Senator Madla sent up a
committee substitute; the Chair recognized Senator Madla to
explain the difference between the committee substitute and
the bill as filed.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Madla moved adoption of the committee substitute;
without objection, it was so ordered.
Senator Madla moved that SB 413 do not pass, but that CSSB 413
be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a vote of 5
ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Nixon moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.

Senator Moncrief requested unanimous consent to incorporate
the amendment into the committee substitute; without

that the new committee substitute be adopted; without
objection, it was so ordered.
Senator Moncrief moved that SB 94 do not pass, but that CSSB
94 be reported back to the Senate with the recommendation that
it do pass and be printed. The motion carried with a vote of

recognized Senator Moncrief to explain the difference between
the committee substitute and the bill as filed.

The Chair referred SB 93 to the Subcommittee on SB 93 for
further consideration. The Chair appointed Senator Moncrief
as Chair of the subcommittee and Senators Lindsay and Nixon as
members of the subcommittee.
There being no further business, at 5:50 p.m., Senator Madla
moved that the Committee stand recessed, subject to the call
of the Chair. Without objection, it was so ordered.
