Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing Senate Senate Committee on Natural
Resources, Subcommittee on Agriculture was held on Thursday,
April 15, 1999 in the Capitol Extension, Room E1.012, at
Austin, Texas.

The Chair called the meeting to order at 1:10 pm. The
following business was transacted.
The following members arrived after the roll was called:
Senator Kenneth Armbrister
The Chair laid out SB 977 and recognized the author, Senator
Ratliff, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Armbrister sent up Amendment 1, hearing no objection
it was so adopted.
Senator Armbrister moved that SB 977 be reported favorably
back to full committee. The motion carried with a vote of 2
ayes, 0 nays, 0 present not voting, and 1 absent.
The Chair laid out HB 431 and recognized the Senate sponsor,
Senator Madla, to explain the bill.
Senator Armbrister sent up committee substitute; Chair
recognized the sponsor to explain the differences
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Armbrister moved adoption of the committee substitute,
without objection, it was so ordered.
Senator Armbrister moved that CSHB 431 be reported favorably
back to the full committee. The motion carried with a vote of
2 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Armbrister moved adoption of minutes from 4/08/99.
Hearing no objection, it was so ordered.
Three being no further business, at1:35 pm Senator Armbrister
moved that the Committee be adjourned. Without objection, it
was so ordered.
