Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Nominations
was held on Wednesday, April 7, 1999, in the Capitol Building,
Room 2E.20, Austin, Texas.

The Chair called the meeting to order at 1:10 p.m. There
being a quorum present, the following business was transacted.
The following member arrived after the roll was called:
Senator Mario Gallegos, Jr.
Senator Brown moved that the Minutes from the previous meeting
be approved. There being no objection, the Minutes were
adopted.
The Chairman laid out the names of the nominees to the Texas
State University System Board of Regents.
Chairman Wentworth introduced Patricia Diaz Dennis.
Senator Shapleigh introduced Dionicio "Don" Flores.
Senator Jackson introduced James "Jimmy" A. Hayley.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 1:35 p.m., Senator Jackson moved to recommend to the full
Senate that Patricia Diaz Dennis, Dionicio "Don" Flores and
James "Jimmy" A. Hayley be confirmed as Members of the Texas
State University System Board of Regents.
The motion carried with a vote of 6 ayes and 0 nays.
The Chairman laid out the names of the nominees for the Texas
Workers' Compensation Commission.
Senator Brown introduced James Michael Lowrey.
Senator Sibley introduced Lonnie Watson.
Chairman Wentworth introduced Kenneth Lee Moore.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 1:45 p.m. Senator Gallegos assumed the Chair.
At 1:59 p.m., Senator Brown moved to recommend to the full
Senate that James Michael Lowrey, Lonnie Watson and Kenneth
Lee Moore be confirmed as Members of the Texas Workers'
Compensation Commission.
The motion carried with a vote of 6 ayes and 0 nays.
The Chairman laid out the names of the nominees to the Texas
Board of Criminal Justice.
Senator Gallegos introduced Judge Mary Bacon and Don B. Jones.
Senator Brown introduced William H. "Hank" Moody.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 2:12 p.m., Senator Brown moved to recommend to the full
Senate that Judge Mary Bacon, Don B. Jones and William H.
"Hank" Moody be confirmed as Members of the Texas Board of
Criminal Justice.
The motion carried with a vote of 6 ayes and 0 nays.
The Chairman laid out the name of the nominee to the Public
Counsel for the Office of Public Insurance Counsel.
Senator Gallegos introduced Roderick A. Bordelon, Jr.
Mr. Bordelon made an opening statement and then responded to
questions by members of the Committee.
At 2:16 p.m. Chairman Wentworth resumed the Chair.
At 2:29 p.m., Senator Bernsen moved to recommend to the full
Senate that Roderick A. Bordelon, Jr. be confirmed as Public
Counsel for the Office of Public Insurance Counsel.
The motion carried with a vote of 6 ayes and 0 nays.
The Chairman laid out the name of the nominee to Public
Counsel for the Office of Public Utility Counsel.
Chairman Wentworth introduced Suzi Ray McClellan.
Mrs. McClellan made an opening statement and then responded to
questions by members of the Committee.
At 2:35 p.m., Senator Bernsen moved to recommend to the full
Senate that Suzi Ray McClellan be confirmed as Public Counsel
for the Office of Public Utility Counsel.
The motion carried with a vote of 6 ayes and 0 nays.
The Chairman laid out the name of the nominee to the Texas
Commission on the Arts.
Senator Bernsen introduced Tony L. Chauveaux.
Mr. Chauveaux made an opening statement and then responded to
questions by members of the Committee.
At 2:42 p.m., Senator Bernsen moved to recommend to the full
Senate that Tony L. Chauveaux be confirmed as a Member of the
Texas Commission on the Arts.
The motion carried with a vote of 6 ayes and 0 nays.
The Chairman laid out the names of the nominees to the Board
of Trustees of the Teacher Retirement System of Texas.
Senator Brown introduced H. Barham Fulmer, II and Brenda L.
Jackson.
Chairman Wentworth introduced Cecilia M. Moreno.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 3:00 p.m., Senator Bernsen moved to recommend to the full
Senate that H. Barham Fulmer, II, Brenda L. Jackson and
Cecilia M. Moreno be confirmed as Members of the Board of
Trustees of the Teacher Retirement System of Texas.
The motion carried with a vote of 6 ayes and 0 nays.
At 3:01 p.m., Senator Brown moved to recommend to the full
Senate that the nominees to the State Board of Examiners for
Speech Pathology and Audiology, the Sulphur River Basin
Authority Board of Directors, the Nursing Facility
Administrators Advisory Committee, the Texas Strategic
Military Planning Commission, the Central Colorado River
Authority Board of Directors, the Lower Neches Valley
Authority Board of Directors and the Sabine River Authority of
Texas Board of Directors be confirmed.
The motion carried with a vote of 6 ayes and 0 nays.
There being no further business, at 3:03 p.m. Chairman
Wentworth announced that the Committee would stand recessed
subject to the call of the Chairman. Without objection it was
so ordered.
