Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Nominations
was held on Wednesday, March 31, 1999, in the Capitol
Building, Room 2E.20, Austin, Texas.

The Chairman called the meeting to order at 1:15 p.m. There
being a quorum present, the following business was transacted.
The following member arrived after the roll was called:
Senator Mario Gallegos, Jr.
Senator Brown moved that the Minutes from the previous meeting
be approved. There being no objection, the Minutes were
adopted.
The Chairman laid out the names of the nominees to the Texas
Turnpike Authority Division of the Texas Department of
Transportation.
Chairman Wentworth introduced Samuel E. Barshop, Mary Q. Kelly
and Pete Winstead.
Senator Lucio introduced Alan L. Johnson.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 1:48 p.m., Senator Bernsen moved to recommend to the full
Senate that Samuel E. Barshop, Alan L. Johnson, Mary Q. Kelly
and Pete Winstead be confirmed as Members of the Texas
Turnpike Authority Division of the Texas Department of
Transportation.
The motion carried with a vote of 5 ayes and 0 nays.
The Chairman laid out the names of the nominees for the Board
of Trustees of the Fire Fighters' Relief and Retirement Fund.
Chairman Wentworth introduced Timothy M. Bogisch and Kyle A.
Donaldson.
Senator Armbrister introduced Landon Grant McClain and Allen
J. Scopel.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 2:01 p.m., Senator Bernsen moved to recommend to the full
Senate that Timothy M. Bogisch, Kyle A. Donaldson, Landon
Grant McClain and Allen J. Scopel be confirmed as Members of
the Board of Trustees of the Fire Fighters' Relief and
Retirement Fund.
The motion carried with a vote of 5 ayes and 0 nays.
The Chairman laid out the name of the nominee to the Texas
Veterans Commission.
Chairman Wentworth introduced James Stewart Duncan.
Mr. Duncan made an opening statement and then responded to
questions by members of the Committee.
At 2:10 p.m., Senator Bernsen moved to recommend to the full
Senate that James Stewart Duncan be confirmed as a Member of
the Texas Veterans Commission.
The motion carried with a vote of 5 ayes and 0 nays.
The Chairman laid out the names of the nominees to the State
Cemetery Committee.
Chairman Wentworth introduced Martin L. Allday, George E.
Christian and Ralph E. Wayne.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 2:20 p.m., Senator Bernsen moved to recommend to the full
Senate that Martin L. Allday, George E. Christian and Ralph E.
Wayne be confirmed as Members of the State Cemetery Committee.
The motion carried with a vote of 5 ayes and 0 nays.
At 2:22 p.m., Senator Bernsen moved to recommend to the full
Senate that the nominees to the Texas State Board of Examiners
of Perfusionists; Rio Grande Compact Commission; Pilot
Commission for the Sabine Bar, Pass, and Tributaries; Texas
State Board of Podiatric Medical Examiners; Polygraph
Examiners Board; Texas Board of Examiners of Psychologists;
Texas Insurance Purchasing Alliance Board of Trustees; Red
River Authority Board of Directors; and the Upper Colorado
River Authority Board of Directors be confirmed.
The motion carried with a vote of 5 ayes and 0 nays.
There being no further business, at 2:24 p.m. Senator Haywood
moved that the Committee stand recessed subject to the call of
the Chairman. Without objection it was so ordered.
