Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Nominations
was held on Wednesday, March 17, 1999, in the Capitol
Building, Room 2E.20, Austin, Texas.

The Chair called the meeting to order at 5:55 p.m. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:

Chairman Wentworth announced that a spelling error needed to
be fixed in the Minutes from the previous meeting.
Senator Gallegos moved that the Minutes from the previous
meeting be approved with one correction. There being no
objection, the Minutes were adopted.
The Chairman laid out the name of the nominee for Adjutant
General of Texas.
Senator Luna introduced Major General Daniel James, III.
General James made an opening statement and then responded to
questions by members of the Committee.
At 6:15 p.m., Senator Brown moved to recommend to the full
Senate that Major General Daniel James, III be confirmed as
Adjutant General of Texas.
The motion carried with a vote of 7 ayes and 0 nays.
The Chairman laid out the names of the nominees for the Texas
Youth Commission.
Chairman Wentworth introduced Charles R. Henry and Leonard E.
Lawrence.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 6:19 p.m., Senator Brown moved to recommend to the full
Senate that Charles R. Henry and Leonard E. Lawrence be
confirmed as Members of the Texas Youth Commission.
The motion carried with a vote of 7 ayes and 0 nays.
Chairman Wentworth announced that consideration of C. Louis
Renaud's nomination to the School Land Board would be left
pending.
The Chairman laid out the names of the nominees to the Texas
Commission on Law Enforcement Officer Standards and Education.
Senator Lindsay introduced Raymond M. Hunt.
Senator Lucio introduced Benigno G. Reyna.
Chairman Wentworth introduced Charles W. Williams.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 6:27 p.m., Senator Brown moved to recommend to the full
Senate that Raymond M. Hunt, Benigno G. Reyna and Charles W.
Williams be confirmed as Members of the Texas Commission on
Law Enforcement Officer Standards and Education.
The motion carried with a vote of 7 ayes and 0 nays.
The Chairman laid out the names of the nominees to the Texas
State Board of Pharmacy.
Senator Shapiro introduced Kim A. Caldwell.
Senator Sibley introduced Wiki Erickson.
Senator Haywood introduced Doyle Eugene High.
Chairman Wentworth introduced Donna B. Rogers.
Nominees made opening statements and then responded to
questions by members of the Committee.
State Representative David Counts testified in favor of the
nominees to the Texas State Board of Pharmacy.
At 6:43 p.m., Senator Brown moved to recommend to the full
Senate that Kim A. Caldwell, Wiki Erickson, Doyle Eugene High
and Donna B. Rogers be confirmed as Members of the Texas State
Board of Pharmacy.
The motion carried with a vote of 7 ayes and 0 nays.
The Chairman laid out the names of the nominees for the Texas
State Affordable Housing Corporation Board of Directors.
Senator Brown introduced Jeffery S. Baloutine.
Senator Lucio introduced Donald S. Currie.
Senator Shapiro introduced Dawn Enoch Moore.
Senator Shapleigh introduced Jerry Romero.
The nominees made opening statements and then responded to
questions by members of the Committee.
At 7:04 p.m., Senator Brown moved to recommend to the full
Senate that Jeffery S. Baloutine, Donald S. Currie, Dawn Enoch
Moore and Jerry Romero be confirmed as Members of the Texas
State Affordable Housing Corporation Board of Directors.
The motion passed with a vote of 7 ayes, 0 nays.
Senator Bernsen moved that consideration of the nominees to
the Lower Neches Valley Authority Board of Directors be left
pending until March 24. Without objection it was so ordered.
The Chairman laid out the names of the nominees for the Texas
Woman's University Board of Regents.
Chairman Wentworth introduced Jerry L. Brownlee.
Senator Shapiro introduced Delia M. Reyes.
Senator Brown introduced Dr. Carlos Hamilton, Jr.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 7:14 p.m., Senator Brown moved to recommend to the full
Senate that Jerry L. Brownlee, Delia M. Reyes and Dr. Carlos
Hamilton, Jr. be confirmed as Members of the Texas Woman's
University Board of Regents.
The motion carried with a vote of 7 ayes and 0 nays.
Chairman Wentworth announced that consideration of Frank D.
Sandoval, Jr., Melody Hart, Ann Appling Bradford, Wanda
Chandler Rohm and Ann D. Louden would be left pending until
they file personal financial statements with the Texas Ethics
Commission.
At 4:16 p.m., Senator Brown moved to recommend to the full
Senate that John A. Coselli, Jr. be confirmed as Judge of the
125th Judicial District Court, Harris County, that the
remaining nominees to the Board of Vocational Nurse Examiners,
the Texas Optometry Board, the Workforce and Economic
Competitiveness Council and the Children's Trust Fund of Texas
Council, and that the nominees to the Texas Agricultural
Finance Authority Board of Directors, the Texas Aerospace
Commission, the Texas Public Finance Authority Board of
Directors, the Coastal Coordination Council, the Texas
Incentive and Productivity Commission, the San Jacinto
Historical Advisory Board, the State Board of Barber
Examiners, the Texas Board of Licensure for Professional
Medical Physicists, the Board of Trustees of the County and
District Retirement System, the Texas Cosmetology Commission,
and the State Board of Examiners of Dietitians be confirmed.
The motion carried with a vote of 7 ayes, 0 nays.
There being no further business, at 7:15 p.m. Senator Haywood
moved that the Committee would stand recessed subject to the
call of the Chairman. Without objection it was so ordered.
