Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Nominations
was held on Wednesday, March 10, 1999, in the Capitol
Building, Room 2E.20, Austin, Texas.

The Chair called the meeting to order at 1:15 p.m. There
being a quorum present, the following business was transacted.
The following member arrived after the roll was called:
Senator Brown
Senator Gallegos moved that the Minutes from the previous
meeting be approved. There being no objection, the Minutes
were adopted.
The Chairman laid out the names of the nominees for the Texas
Board of Health.
Senator Jackson introduced Margo Sneller Scholin.
Chairman Wentworth introduced Beverly Harris Robinson.
Senator Duncan introduced J. C. Chambers.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 1:38 p.m., Senator Brown moved to recommend to the full
Senate that Margo Sneller Scholin, Beverly Harris Robinson and
J. C. Chambers be confirmed as Members of the Texas Board of
Health.
The motion carried with a vote of 6 ayes and 0 nays.
The Chairman laid out the names of the nominees for the Texas
A&M System Board of Regents.
Chairman Wentworth introduced Lionel Sosa and Dr. Susan Rudd
Wynn.
Senator Brown introduced R. H. "Steve" Stevens, Jr.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 2:37 p.m., Senator Brown moved to recommend to the full
Senate that Lionel Sosa, R. H. "Steve" Stevens and Dr. Susan
Rudd Wynn be confirmed as Members of the Texas A&M System
Board of Regents.
The motion carried with a vote of 7 ayes and 0 nays.
The Chairman laid out the names of the nominees to the Texas
Higher Education Coordinating Board.
Senator Cain introduced Kevin P. Eltife.
Senator Shapleigh introduced Adair W. Margo.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 2:56 p.m., Senator Barrientos moved to recommend to the
full Senate that Kevin P. Eltife and Adair W. Margo be
confirmed as Members of the Texas Higher Education
Coordinating Board.
The motion carried with a vote of 7 ayes and 0 nays.
The Chairman laid out the names of the nominees to the Texas
Animal Health Commission.
Senator Armbrister introduced Tommy Bozka.
Senator Bernsen introduced Charles Sherron.
Chairman Wentworth introduced Quincy Barnes and Richard C.
Traylor.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 3:10 p.m., Senator Bernsen moved to recommend to the full
Senate that Quincy Barnes, Tommy Bozka, Charles Sherron and
Richard Traylor be confirmed as Members of the Texas Animal
Health Commission.
The motion carried with a vote of 7 ayes and 0 nays.
The Chairman laid out the names of the nominees for the Texas
Commission on the Arts.
Senator Nelson introduced Sue S. Bancroft.
Senator Brown introduced Celso Gonzalez-Falla.
Senator Barrientos introduced C. A. "Tony" Sherman.
Senator Bivins introduced Catherine Blaffer Taylor.
Chairman Wentworth introduced Kathleen Birkner Stevens.
Chairman Wentworth announced that consideration of Tony L.
Chauveaux would be left pending until a later date.
The nominees made opening statements and then responded to

At 3:32 p.m., Senator Brown moved to recommend to the full
Senate that Sue S. Bancroft, Celso Gonzalez-Falla, C. A.
"Tony" Sherman, Kathleen Birkner Stevens and Catherine
Blaffer Taylor be confirmed as Members of the Texas Commission
on the Arts.
The motion passed with a vote of 7 ayes, 0 nays.
The Chairman laid out the names of the nominees for the Texas
Department of Housing and Community Affairs.
Senator Brown introduced Michael E. Jones.
Chairman Wentworth introduced Lydia R. Saenz and Marsha L.
Williams.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 3:32 p.m., Senator Haywood moved to recommend to the full
Senate that Michael E. Jones, Lydia R. Saenz and Marsh L.
Williams be confirmed as Members of the Texas Department of
Housing and Community Affairs.
The motion carried with a vote of 7 ayes and 0 nays.
The Chairman laid out the names of the nominees to the Texas
Water Development Board.
Senator Lindsay introduced Jack Hunt.
Senator Bivins introduced Wales H. Madden, Jr.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 4:03 p.m., Senator Haywood moved to recommend to the full
Senate that Jack Hunt and Wales H. Madden, Jr. be confirmed as
Members of the Texas Water Development Board.
The motion carried with a vote of 7 ayes and 0 nays.
The Chairman laid out the names of the nominees to the Texas
Water Development Board.
Senator Lindsay introduced Jack Hunt.

At 4:03 p.m., Senator Brown moved to recommend to the full
Senate that Jack Hunt and Wales Madden, Jr. be confirmed as
Members of the Texas Water Development Board.
The motion carried with a vote of 7 ayes and 0 nays.
The Chairman laid out the names of the nominees to the Texas
State Library and Archives Commission.
Senator Bernsen introduced Sandra Pickett.
Chairman Wentworth announced that consideration of Kenneth R.
Carr would be left pending until a later date.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 4:13 p.m., Senator Bernsen moved to recommend to the full
Senate that Sandra Pickett be confirmed as Member of the Texas
State Library and Archives Commission.
The motion carried with a vote of 7 ayes and 0 nays.
Chairman Wentworth announced that consideration of nominations
for Leslie L. Kinsel, Teri Hada Mathis and Danny Ray Moss will
be left pending until they each file a personal financial
statement with the Texas Ethics Commission.
At 4:16 p.m., Senator Barrientos moved to recommend to the
full Senate that the remaining nominees to the Nueces River
Authority Board of Directors and the On-Site Wastewater
Treatment Research Council be confirmed and that the nominees
to the North Texas Tollway Authority Board of Directors and
the Texas Underground Facility Notification Corporation be
confirmed.
The motion carried with a vote of 7 ayes, 0 nays.
There being no further business, at 4:56 p.m. Chairman
Wentworth announced that the Committee would stand recessed
subject to the call of the Chairman. Without objection it was
so ordered.
